Health Care and Social Services
Bill 25 imposes the broadest reorganization of the health care system in thirty years. The reform merges CLSCs, long-term care centres and, in some cases, hospitals, into a single structure (an "instance"). All of these institutions will see their Boards of Directors abolished and replaced by a single 16-member board appointed by the Minister of Health. The "instance" will form the core of an integrated services network and will coordinate services through partnerships with other agencies, including those in the private sector.
The disappearance of independent CLSCs is a major concern. Of all health institutions, it is the CLSCs that practice preventive care and this could be low on the list of priorities of this new structure, which is likely to focus less on a social vision of health. Among other concerns are an end to democratic participation of citizens in the decisions of these institutions and a threat to the autonomy of community organizations.
This law will affect all of us and our families. Many community groups and individuals have expressed their dissatisfaction.
